Most people don't put a lot of thought into what fine fragrance is about. It's a spray that is really strong and you like it or you don't.
What you're thinking about is an alcohol based fragrance, and I don't think there's anything wrong with it. Pretty much every notable cologne or perfume sits in alcohol. For a long time that's all perfume was.
Oil is a different way to wear it. The scent sits in the oil, you roll it on, and it stays closer to your body. The magic happens with your body heat, rather than the blast of fragrance in the air. Someone notices it when they get near you, not when they're down the hall.
I don't think one is better than the other. There is no best fragrance base. Life isn't binary. Some days you want the room. Some days you want the person next to you.
What Is the Alcohol in Alcohol Perfume?
It's perfumer's alcohol. Ethanol made for fragrance. They denature it with denatonium benzoate or a similar additive so people won't drink it, and so it can dissolve the perfume. It is not vodka. It is not rubbing alcohol from a first-aid kit. It is built to dissolve the perfume and then leave.
What Does Alcohol Do on Skin?
You spray, you get a big open, then the alcohol is gone. What's left is the fragrance that made it to skin and clothes. That's why those first notes feel so fast, and why some of them disappear in a couple minutes. They left with the carrier.
It feels cool going on. It can sting a nick from a shave. It can dry skin. A nice perk is you don't get a film. The less nice part is it can get loud, then thin out, and it's easy to overspray.
What Does Oil Do on Skin?
Oil doesn't flash. It mellows. Heat opens it. You'll notice a quieter release, closer to the body. You will miss the giant punch you get with alcohol.
You might get a little sheen. If you're not careful, you might mark a collar.

Is Eau de Parfum Still EdP in Oil?
About 20 percent fragrance is still Eau de Parfum in oil or in alcohol. The label holds. The difference is how the scent moves, not how much fragrance is in the bottle.
Which Tool Fits the Day?
If you want the room to smell you before they see you, alcohol is the tool. If you only want the person next to you to smell you, oil is the tool. Pick the day. Not a camp.
